For a western private-led-government-backed $10B+ nuclear project to be funded and delivered on time and budget will be a triumph of hope over experience. Current regulated rate structures both in the UK and US puts a burden of customer/ratepayers that time and again slips into a political mess. Nuclear plant plant designs need to fit for a viable project finance model. Looking for companies with large balance sheets and government and customer to cover for long construction period is a model that is likely to fail again.
